That's what a CIA memo said about approving abuse. Here's the revelant snippet from a Dec. 2002 memo:
When CIA officers are involved in interrogation of a detainee, the conduct of such interrogation should not encompass any significant physiological aspects (e.g. direct physical contacts, unusual mental duress, unusual physical restraints or deliberate environmental deprivations)—beyond those reasonably required to ensure the safety and security of our officers to prevent the escape of the detainee—without prior and specific headquarters guidance.”
Good to know, the CIA was keeping abuse orderly!
P.S. The memo was cited in that CIA contractors' trial. The trial was attended by plenty of reporters. But the memo wasn't flagged by a reporter.

9/5/06 Google didn't fail me today. I have finished a brief scan of your article in COLUMBIA JOURNALISM REVIEW. I've bookmarked it so I can read it when my head is clearer. Darvocet while it makes exacerbations of chronic pain almost tolerable & will allow me 6-8 hrs of sleep stones me as Thai red did in the 1970's. I would rather read your work with a clearer head in order to notice & possibly grasp the subtle points.
You did bring a new word into my vocabulary-"reductive". Thanks.
