The House committee established to investigate Katrina was “informed that neither Secretary Chertoff nor Secretary Rumsfeld use e-mail,” reported Reps. Charlie Melancon and William Jefferson, two Louisiana Democrats who participated in the inquiry....
“This is a large organization with a very competent staff that that kept the secretary well informed on Defense Department operations throughout Katrina,” Bryan Whitman, a Defense spokesman, told NEWSWEEK. Brian Besanceney, Chertoff’s top spokesman, said: “Every senior DHS official knows that, if they have important information to convey to the secretary, they go to his office or pick up the phone.”
Righ, like that DHS employee who was in New Orleans during Katrina and e-mailed warnings that levees had broken. Didn't that dude know the proper protocol. Insubordinate.

Apparently, according to a TV interview with Joe "Mentum" Lieberman, there is a missing transcript of a teleconference call which occurred on the first Monday, right after the hurricane hit.
That missing transcript is probably key to how and what info was dissemenated, to whom recieved that info. Ya gotta assume it was a combo progress report and planning call. Also, ya gotta assume all the Biggest Wigs were in on it.
The explanation for the missing transcript, according to the TV reporter, was that perhaps someone didn't press the record button on the teleconference call. Hence, it was not made into a trancsript. Now, who was the source of that supposition is another mystery.
