Phrase: "For the purpose of interrogation using torture;" and we will not send a detainee to a country "when we believe he will be tortured."
Example of usage; from the WP: "Rice asserted that the United States does not transport terrorism suspects 'for the purpose of interrogation using torture' and 'will not transport anyone to a country when we believe he will be tortured.'"
Meaning: The people the U.S. ships off, say, to Egypt aren't sent there to be tortured, says Rice. If it turns out to happen anyway, torture as, say, a side-product, oh well. And of course, the U.S. doesn't believe they will be tortured. What, there is evidence Egyptian security forces "mistreat and torture" prisoners? Oh, that's from the State Department you say? Whatever. Egypt, Syria and those other countries promise the U.S. they won't use torture. Hey, it's not like these guys operate in secret, free from any institutional accountability. And you thought the U.S. was too distrustful to play with other countries. For shame...
