Everyone is missing the story of the Plame affair. Valerie Plame was not outed for retribution against Joe Wilson. She was outed as punishment for questioning the administration's cover story and then doing something about it. It was an extrajudicial personnel action against a disloyal employee. CIA wouldn't reprimand her, so the office of the VP took it on themselves to do so.
That's what they're trying to cover up. If the truth comes out, she'll sue and get the answers in civil court and there are many other shoes to drop.
Under the "Wilson" story, she has no civil cause of action, and neither does Joe. That suits VP et al just fine.
Joe Wilson has a connection, albeit a tangential one, since Plame had him go to Niger to check out the phony nuke cover story (and he later blew holes in it). Everyone knew the truth about the memo would eventually come out, and the fact that it was Joe Wilson was unfortunate (in their minds), but ultimately meaningless.
